Little Blue Dress

This is made for a 3 yr-old little girl.
The dress is long enough to cover her knee. I even crocheted a small bandana to match with this dress.

    Is there a pattern for just the top of this dress? I want to add tulle, or organza for the lower part. Thank you for your help.
